Short Description 

We provided data collection services to the Presidential Enabling Business Environment Council (PEBEC) to support the development of the 2025 Subnational Ease of Doing Business Report. This exercise involved collecting data from businesses across all 36 States and the Federal Capital Territory (FCT). The survey was built around a set of locally developed indicators that assess various dimensions of the business environment, including infrastructure, transparency and accessibility of information, skills and labour, a secure and stable environment, the legal and regulatory framework, and economic opportunity.

In addition to highlighting key regulatory practices across the country, the scope of these indicators also extends to non-regulatory aspects of the business climate at the subnational level. In essence, the data captures both the differences in regulations and the extent to which they are enforced across different states. The findings from this exercise are expected to motivate State Governors and other policymakers to implement straightforward, high-impact reforms that enhance competitiveness and drive job creation
