Short Description |
The Fiscal Governance and Institutions Project (FGIP) is a World Bank-financed Program-for-Results (PforR) initiative implemented by the Federal Ministry of Finance (FMF), with effect from April 2018 and scheduled to conclude by 30 June 2025. The project was designed to support the Government of Nigeria in strengthening institutional capacity for public financial management (PFM), enhancing non-oil revenue mobilisation, and improving the quality and transparency of public sector governance. Preston Consults developed the Implementation Completion Report (ICR) and the Impact Evaluation Report (IER). These reports provides a comprehensive, evidence-based assessment of the FGIP’s implementation journey and its development impact. The ICR highlights the implementation timeline, disbursement performance, achievement of DLIs, and overall progress toward project development objectives. It will also analyse key institutional reforms, system-level improvements, coordination mechanisms, and the quality of engagement by the FMF and the World Bank throughout the project lifecycle. The IER, on the other hand, evaluates the causal impact of FGIP interventions on core thematic areas such as non-oil revenue mobilisation, budget transparency and execution, public investment systems, and broader PFM outcomes. This component requires a mixed-methods approach, drawing from administrative data, stakeholder interviews, and performance indicators to generate credible and actionable insights. |
