Maxwell is a Public Financial Management Expert. who is adept in Government Budget Planning, Preparation and Reporting. He took an active part in UK FCDO-funded  Federal Public Administration Reform Programme (FEPAR) and the Partnership to Engage, Reform and Learn (PERL). He was also involved in the Nigerian Governors Forum Secretariat SFTAS programme for result for State governments in 2020.

Prior to his recent experiences, he was a research fellow at the Centre for the Study of Economies of Africa (CSEA), Abuja, senior research economist at the defunct Bank PHB Plc, and a research economist at Financial Derivatives Company Ltd.
