The task consisted of the Design, Development and Implementation of a Monitoring and Evaluation survey of PTAD’s 2015 Pensioners’ Verification Exercise. The Survey which covered the Police, Paramilitary and Civil Service Pensioners sought to understand the extent to which PTAD has delivered on its mandate, with special reference to the maintenance of a comprehensive database of pensioners under the Defined Benefits Scheme. The scope of work for the assignment covered the following key tasks: Baseline assessment of PTAD’s pensioner databases; Evaluation of the verification exercises for the Police and Paramilitary Pensioners as well as in-field observation of the Civil Service Pensioners’ verification exercise; Streamlining the verification process to further reduce costs and optimize resources; and, Developing a standard framework for monitoring and evaluating future verification exercises.
